[?]: high speed counter in CPU313C

Hi all
I'm working on a project thats include using high speed counter from flow meter but all my trails ended with fail.
I've read the "S7-300C_CPU 31xC_Technological Functions_e" and "integrated function module"
and followed the instructions but i couldn't make it run neither on PLCSIM nor on a real PLC is there something missing?
Any body help on getting started with HS COUNTER? any reference or tutorial on this subject
