I always encounter this message every time i try to create one.

Have you configure the user in then DataMonitor computer inside the group DMUSER or DMADMIN in windows??
You can do this in the "control pannel->administrative tools->computer management"
you must create the user of DataMonitor inside "users & local groups->users" and there configure the user within the group DMUSER or DMADMIN depending on the access level you want to give him.
