I have cpu 400 and cpu 315, I need to create GD for both but when i networked the cpu 400 on the MPI network I got error message as in my attachment.

The error message you receive is for time synchronization on MPI interface of S7-400. it is nothing about Global data.
You have configured S7-400 as time master on MPI Bus with "No time interval", which is wrong. Either disable Time synchronization on MPI or configure synchronization interval at Time Master (S7-400 in this case).
