What is an HSP (hardware support package), and can it be edited?
I have HSP for specific S7-1215 works with TIA 14, can I edit it in some way to work with TIA15,16 or 17?
How about the other way around, from TIA 16 to earlier versions?
And no, that HSP is not available for download.

Usually, all the following versions include support for hardware from previous versions. Accordingly, HSP is no longer needed for them.

What if it is customized and I have one for a specific TIA version, can it be modified to work with another TIA version

Siemens HSP = Hardware Support Package
As far as I know you have to have good knowledge about hardware you are talking about and how it works in Siemens software.
Siemens update HSP from time to time and you can download it free of charge.
If it is customized and you are not one who did that then it is better option to contact company who made changes to that 1215 cpu and ask for updated HSP file.
I just opened one tia portal 16 HSP file.
It is zip archive with few files. One of them is .msp file.
It is archive also and can be opened with winrar. Inside msp file there are many files without normal extension and few of them are xml files.
You could try to do some research and try to edit your version to include support new version of TIA portal.
It won't be an easy job but if you don't have any better option you could try that.

I don't have a picture of the PLC at this time and will keep that in mind. But it is a known issue and has been brought up a few times by different people on different forums. If you follow the link I posted above and the link in it, you will see that that PLC does exist and someone with the right HSP was able to add that CPU to their project.

I read more about that specific version by visiting few forums.
It seems that Siemens manufactured 6ES7 215-1AL40-0XB0 specially for OEM company, but HSP is available.

That's the whole idea. They "own" that CPU and its HSP so that you must always go back to them.
You initially stated that you wanted "emergency backup" of the program which you have done; surprisingly they did not password protect it.
Did you requirements change or are you thinking of 20 years down the road when the PLC develops problems? Either way, this is how it is, they own the hardware and its support package and you will need to deal with them. Or if you know the machine well just buy the CPU you want and develop your own program for it. Piece of cake.
