DCS market is a whole different market than PLC. Long term investments are made and with a system like Foxboro you can integrate the oldest component (ex. IO card) with the latest software/controller/...
I agree it looks ugly in comparison with state of the art modern GUI PLC interface/programming software and scada applications.
PLC's are more becoming DCS systems with integrated tag database (no more adressing,..) ex: Rockwell's Controllogix
For digital logic PLC software is much more equiped with graphical debugging animation/programming.
For analog control logic (PID's etc...) a system like Foxboro works very well.
Coming from PLC programming world, all functions (tracking/backcalculation/...) are available where as in PLC world all these functions have to programmed. On DCS side everything is "configured" as needed.

Setup of a system like foxboro is a whole different story. (it's all closed stuff, made by invensys only people)
Whereas PLC/SCADA it's just as simple as running setup.exe :-)
