I have a system with several S7-1200 PLCs connected all to a LAN with IPs 192.168.1.xxx.
I can connect to the plant network with a managed switch so I get from the customer only 1 IP address in a different segment: 10.13.1.xxx.
I am looking for a solution for a manged switch that will allow me to program the Siemens PLCs with the TIA Portal from the plant network layer into the PLC LAN layer. I need to do it from the factory LAN and cannot connect to the PLC on the LAN layer.
The solution needs to be locally without the need to connect to the Internet.

You need in VPN. You wrote all yours PLC have IP addresses 192.168.1.xxx. So they placed in one network and doesn't have the same addresses, isn't it?
It is good. In this case, for the network enough one border router with VPN support and DDNS if You haven't white static IP for the router.
