Are you can access the configuration mode menu?
Quote from user manual (page 72) (dlink)
The Configuration Mode menu appears on powerup if an application is not loaded or if the menu was last displayed prior to a reset or power down.
To access Configuration Mode on keypad terminals if an application is running, simultaneously press the Left and Right arrow keys on the terminal keypad.

To access Configuration Mode on touch screen terminals: ... press the filled box in the lower right corner of the screen during powerup.
In configuration mode menu you can setup and/or check communication setting for downloading.
Then you have the flash memory card you can download or upload project without RSLinx and any cables.

Then you have the RS232 2711-NC13(-NC14) cable (dlink) you can transfer application via RS-232 Printer/File Transfer Port.
Quote from user manual (page 36-37) (dlink)
RS-232 Printer/File Transfer Port
...
On remote I/O, DH+, DF1, DeviceNet, EtherNet/IP, or ControlNet terminals, this port
also connects to the RS-232 port of a computer for transferring applications...
