Please check section 14 "Commisioning" in the manual.
This shows you require Protool to load the config.
Have you the original Protool project?

This is the problem that i don t have the original project. I have only the plc with the project and a new op3 panel. I dont know how to create a project for op3 to display and operate the s7 plc. I have step7 and protool and a mpi interface. I manage to copy database from plc s7 to step7 and i dont know the next steps. I am novice in this domain.

Without the original project it will be difficult.
You must find the variables in the PLC that you wish to display on screen.
This could be BIT, BYTE, WORD, DWORD in the Marker or Data block area.
The same applies if you want to change setpoints etc.

In protool you build the screens and incorporate these Marker or Data Block address that you wish to see/change.

Can you contact the supplier to see if they have the project?
