Simatic Manager Error 256:131

Hello

I've Simatic Manager V5.5 & I didn't use for a long time,,, now I tried to use again but don't want to open & there is a message says Error 256:131 " Your user rights do not include the use of STEP7"
& I don't know what to do,,,could anyone tell me the solution

P.S.
I've tried so many times to run as Administrator but no way the same message appears

check if your user into "simatic tia engineer" & in "power user" or "administrator" groups & not in "user" group

right click on my computer - manage
local user and group - users
open your user - member of tab
if needed press add or check group and press remove
