A gate control

Dear;

I wanna control A gate via 4/3 directiona control valve (not propotional) for setting water flow.I have 1214C plc and i dont know what to do.I have 2 analog input,; Water level and gate position.I need time for setting level.Bc system response is little slow.Ex:If The gate open 1cm but water level will change after a while.On-off control is not usefull.How can I control that?.Pid with pwm out ?
