I need a program called winloc,
is to see the steps and the position of state of an encoder...
used in the Locon 9

not winloc 32..

if I google for WinLoc - I find some websites where you can download the program for free. Here is a link to a site, where you
can download the program - https://wiki.deutschmann.de/index.php?title=WINLOC_32. The version is now 3.x.
