Smells like it is an TD problem. Check the TD settings (MPI address, V memory, etc...) Otherwise, check your cabling. Do you use Profibus cable? For Profibus you have to use a profibus master, and that's not possible with S7-200. For modbus, take a look at page 347 in S7-200 manual.
