I think that Your program finction normaly. Point is that after execution of JC c001 command RLO is changed to 1. If RLO before JC c001 is 0 than JCN X001 is executed but with RLO=1. Afterward JCN X001 alow CALL FC16. Try for that reason instead JCN X001 with JC X001.

Maybe I did not tell You that I have real experience of downloading C7 project over virtual serial interface (over USB). I have no any problems with this. But again I have no exerience with ProTool. Just WinCC Flex.

In Control Panel/System/Hardware/Device Manager you can see under Ports(COM&LPT) that OS see this virual port as real one (see Digitus manual). Did you try to dowlnoad project with desktop PC which have Serial port....

Are You sure that transmitter is 2 wire because transmitter power supply is provide over this 2 wires. That's why 2 wire transmitters have no possibilities to choose 0..20mA range.

I have the same problem couple month ago. HAMA USB to Serial converter (00039703) solve my problem.
According to second question answer is yes. It is possible to download projects to C7 with PC Adapter. I done it without any problems.

If you use EPLAN Electric P8 1.9_DONGLES_Emulator.exe you probably miss to check automatic start on Driver startup option in 'Driver' tab and than 'Save State'. But first in Emulator tab press 'Start Service'.
