Only UnityPro 8.1 (Windows 7 mode) is compatible with Windows 8.1, with Unity 8.0 you have no chance to get it run on Win 8.1.

Second question: you can flash concept firmware to the PLC and work with concept, or you flash Unity Firmware and work with UnityPro Software. If you have old concept you can also convert it to UnityPro with Concept converter.
