For rework the SIA2.ini test this one:
open Sia2.ini and delete from [TERM] to [1033], sucess in win10 x64
it works on WIN10 64 bit and on Windows Server 2016 64bit

Does any body have the win cc runtime professional v14 sp1 or v13 sp2 setup? The SIA2.INI Methode did not work!
