Just open Eplan in the Expert mode instead of beginer mode. This will fix the problem.I have a problem when i choose new project Eplan give message to me that "The function 'Restore project' cannot be performed because of the settings defined in the rights management module".

Just open Eplan in the Expert mode (instead of beginer). I had the same problem and this fixed it.
