I've been doing this awhile and I use the activation manager quite a bit. If you compare the Disk Serial number Rockwell reports to the Volume ID you will find that they are always the same. The panelview Plus is primarily Ethernet. You will need to set the IP address of the PanelView and the IP address of your computer and use a crossover cable or an Ethernet switch/hub.
