The price for dongle bought at Rockwell is very high. I need up to 10 pcs.

The programme you are using is Logix5 and not Logix500. Logix500 files are .RSS

Try creating a new programme. Go online with emty Logix5 and upload.
If this works, you should export texts etc. from a previous backup and then import these texts to the uploaded version.

There is a patch to correct this in View ME 5.00 and RSLinx Enterprise 5.17.

Without license it is Lite, with license it is Professional.
