Prior to this release of the V11 software Siemens already announced that the software would not be bug-free and that several functions like the project migrator would not be operational at the time of release.
So simply said, stop wasting your time time trying to get the migrator working.

Does not work. Every memory card has some sectors (usually the first ones) which contain a vendor code of the vendor who made the card.
If that code does not say "Siemens" your device will not accept the card.
These sectors are only writable once, and written during the process of producing the chip.

The provided sample is for DATE_AND_TIME datatype, TOD is an IEC datatype which is the elapsed time since 0:00 midnight and is stored in milliseconds.
So just copy the TOD to a DINT variable and you will have the elapsed time in ms.
